NASHVILLE, Tenn. - Metro police are searching for a man who attempted to abduct a seven-year-old girl Thursday morning from an Antioch bus stop.

The incident occurred at the intersection of Johnson Pass Road and Johnson Ridge Road around 7:30 a.m., however the victim did not tell anyone until after school.

"She's never going to the bus stop alone again ever," the victim's mother, Angie Garay, told Nashville's News 2.

Angie Garay said she typically sends her daughter out to the bus stop around 7:25 a.m. with dozens of other neighborhood children and the bus arrives minutes later.

However, on Thursday, due to the cold and rainy weather conditions, many of the other neighborhood children were inside their homes waiting for the school bus.

"Other kids have the luxury of hearing the bus as it approaches because they live closer to the main street," Angie Garay explained. "We have to send her out because we can't hear it in our house."

The girl said she was alone when the man approached her.

"I was just standing there by myself, and the person just came walking towards me and he asked me if I was there alone then I said yes and he pulled me by the arm and then I was running," she recalled.

The girl told police just as the man grabbed her by the arm, her school bus started coming up the street.

"The [other neighborhood] kids heard the sound of the bus and they all started coming out and he saw them and let her go," Angie Garay said.

The child did not tell anyone of the incident until later Thursday evening because she was scared and confused.

Her father, Marcos Garay, said when his daughter told him what happened at the bus stop he immediately called police.

"[She said], 'Dad somebody tried to kidnap me today,' and I asked her what she was talking about," he said.

Metro police Sgt. John Pepper said they are investigating the incident and plan to increase security in the neighborhood.

"We're going to have extra police officers out in this area, both marked and unmarked police cars, and we'd be interested what any of the neighbors have to say about suspicious vehicles or persons who might be in the area," he said.

Police also said they plan to investigate to see if any sex offenders have recently moved into the area.

Authorities urge parents to talk to their children about what to do if a stranger approaches them.

Men in van sought after pointing gun at students

Nashville Crime Stoppers Metro police are working to locate a van containing two men, one of whom reportedly pointed a gun at two Cole Elementary School students as they walked on Colemont Drive in Antioch between 7:30 and 7:45 a.m. Friday.

The students were walking with three of their friends when they said a white or silver-colored van with tinted windows and a company logo on the side approached.

The students said that the passenger in the van, who was wearing a black hooded sweatshirt and a black mask, pointed a pistol at two girls, ages seven and eight, and exclaimed, "Trick or Treat."

The students ran to one of their homes on Gillespie Drive. A parent contacted police.

No one was injured.

The van, which was described as having ladders on the top, was last seen traveling on Colemont Drive.

Anyone with information on the van is urged to contact Metro detectives at 615-862-7744 or Crime Stoppers at 74-CRIME.

Citizens can also send an electronic tip to Crime Stoppers by texting the word "CASH" along with their message to 274637 (CRIMES) or online.

Tornado Siren To Be Installed In Percy Priest Lake Area

NASHVILLE, Tenn. - Residents who live near Percy Priest Lake have been asking for a tornado siren, and they will soon be getting their wish.

The new siren will be announced Monday night at a meeting hosted by Councilwoman Karen Johnson.

She was elected in August to represent District 29 in the Percy Priest area.

In April, the area was represented by Vivian Wilhoite, who was lobbying for the new siren.

The new siren at Percy Priest Lake is part of a $2-million emergency siren upgrade and improvement plan approved by the Metro Council.

Former Councilwoman Vivian Wilhoite said she became aware of the problem when a man told her he could only hear a warning siren from the I-40 side of the lake.

"It is important that people who are outside on the lake which is an area, definitely that area of Davidson County, they know when to take cover. They know it's serious weather whenever the sirens are going off," said Wilhoite.

There has been some speculation that the Smith Springs pumping station may be considered. Metro already owns it.

There are currently more than 70 tornado sirens in Nashville. The plan approved by Metro Council includes additional sirens and upgrades throughout the city.

Representatives from Metro's Office of Emergency Management are supposed to be at the meeting to talk about possible locations for the new siren.

Community Meeting Updates held @ Priest Lake Presbyterian Church - August 25, 2011

Updates were provided on the Southern Hills initiative - Southern Hill's CEO Thomas Ozburn and Outreach Coordinator Emily Summers presented information about the renovation happening at Southern Hills. Open invitation was given to stop by for a tour. They also conveyed their interest in the southeast community and would be working to bring immediate health care services to the area. They have brought 55 acres in the Antioch area but ask the community residence for additional ideal locations. Lots of questions were asked. This is a great opportunity for community input.

New Fire Hall-Engine 33/35 for District 29

It was never intended for Engine 33/35 to be in one location - Also at the community meeting, David Heflin, General Services for Metro, conveyed the good news that we will be getting a new fire hall. The new fire hall will replace the old fire hall and remain located on Forest View Drive. The planning stage will include community input. I requested that the plans include a community room for meetings and fellowship. Ground breaking is expected to occur in about 6 months. Both engines will be housed at the Forest View location until the improvements are completed.

High Grass Everywhere!

Public Works will be cutting the high grass on Smith Springs Road, specifically near the Water Station, in a couple of days, possibly by this Friday, Sept 2.

Codes have reported that Nashboro Village in the area where development has stopped but gets overgrown from time to time was cut on Monday, August 28th.

FYI, as of July 1, 2011, high grass complaints are now handled by Codes and no longer by the Health Department.

W.O.M.E.N. to host third annual Diamond Champagne Brunch

NASHVILLE — HIV/AIDS is not a thing of the past as most would assume. The number of new infections remains steady.

In hopes of raising awareness about how HIV/AIDS affects the community, Women On Maintaining Education and Nutrition will host its third annual Diamond Champagne Brunch and Fundraiser from 11 a.m. to 3 p.m. Saturday, Aug. 27 at the Timothy Demonbreun House, located at 746 Benton Ave., in Nashville.

Registration donations are $25 per guest. Guests can register in advance online at www.educatingwomen.org. Donations will also be accepted at the door on the day of the event. All proceeds will go toward improving and expanding programs and services offered at W.O.M.E.N. which enables them to continue serving hundreds of women and families in need.

A full brunch with champagne will be provided and by the end of the event, someone will win a diamond. This event will also honor Metro Councilwoman Vivian Wilhoite and the Nashville Alumnae Chapter of Delta Sigma Theta Sorority, Inc. for their support throughout the years.

According to data provided by the Tennessee Department of Health, in 2009 there were 4,900 reported cases of individuals living with HIV/AIDS, however the actual number may be higher because 20 percent of individuals with HIV/AIDS do not know they are infected.

Also, statistics show that in Nashville, there were 400 reported new cases, of which 50 percent were African-American.

W.O.M.E.N. is a non-profit social service community-based organization, founded in 1994 with the mission “to bridge service gaps to reduce health disparities.”

W.O.M.E.N. provides free HIV counseling/testing/referral, support, education, and nutrition services for people infected/affected by HIV/AIDS as well as those at risk for the infection.

NASHVILLE- Metro Legal Department files suit in Davidson County Chancery Court

On Monday, August 24, 2011, Council Lady Vivian Wilhoite has learned that the Metro Legal Department has filed suit in the Davidson County Chancery Court to overturn the Board of Zoning Appeal’s decision that would allow for a digital billboard to be installed at the corner of Bell Road and Murfreesboro Road. The Board of Zoning Appeals voted in favor of the applicant to allow the digital billboard.

Council Lady Wilhoite says, “I am very pleased that the Metro Legal Department has made this decision to move forward with the option of a suit against the board’s decision. The Zoning Board June 16th decision will greatly impact our neighborhood in a negative way, setting a ripple effect on neighborhoods countywide. I am cautiously optimistic and hope that the courts will side with the community in this matter.”

After appearing before the Board of Zoning Appeals with other neighbors against the digital billboard, Council Lady Wilhoite penned a letter to Metro Legal Director Sue Cain on June 17th immediately after the Board’s decision urging that they file the suit. In the letter, Wilhoite agreed with Metro Legal's interpretation of “use” as a change going from static to digital and that the Board’s decision to allow a digital billboard would compromise safety for the motorist in that area.

Marion Ingram Arrested for Attempting to Abduct 11-Year-Old

Youth Services detectives this evening are charging 68-year-old Marion Ingram with attempted especially aggravated kidnapping for allegedly trying to grab an 11-year-old boy in Old Hickory Thursday afternoon.

The 11-year-old told officers that he was approaching Ray Avenue on his bicycle when he noticed a blue pickup truck slowly pass him. The boy said when he turned on Ray Avenue, the pickup truck began traveling in reverse following him. The boy pulled into the Ray Avenue driveway of his family’s landlord and knocked on the door. There was no answer. As he walked away from the residence, he no longer saw the truck, but did spot a man hiding behind nearby trees. When the boy went to get his bike, he said the man came toward him, reached out and said, “get in the truck.” The boy said when the man grabbed for him, he kicked the individual in the groin, rode his bike home and told his mother.

The child’s mother said that her son arrived home terrified (slamming doors, shutting curtains and pushing a chair up against the door). When he relayed to her what had happened, the mother and the child got into her car and began searching for the pickup truck. She spotted it on Pitts Avenue. Her son confirmed that the driver was the man who tried to grab him. The mother recorded the license plate number and contacted police.

Detective Mike Clark found the 1972 pickup truck and Ingram this morning at Ingram’s Elm Street home in Madison. Ingram has denied any involvement with the child yesterday; nevertheless, the young man has not wavered in his account to both detectives and his parents. Both the child and his mother identified Ingram from a photo lineup as the man they encountered Thursday.

Anyone with information about any dealings between Ingram and children is urged to contact the Youth Services Division at 862-7417.

This case is not believed to have any connection to recent reported attempted abductions in Clarksville and Mt. Juliet.

PUBLIC MEETINGS WILL DISCUSS - FLOOD PREPAREDNESS PLANS

Nashville residents will have the opportunity to receive information about the city’s “Unified Flood Preparedness Plan” being developed by Metro Water Services. A series of public meetings will be held over the next 12 months to gather input from the community in the development of the plan, which will include recommended projects to reduce damages from a future flood similar to the May 2010 disaster.

In the five initial meetings, attendees will receive information about goals and objectives of the program, the planning process that has been established to identify, evaluate and select flood damage reduction solutions, and the communications plan that will be used to share information with and receive input from citizens. Everyone is encouraged to attend one of these meetings.

The meetings will be located in the four geographic quadrants of Davidson County (Northeast, Northwest, Southeast and Southwest) and downtown. However, the meetings are open to anyone who wishes to attend.

The International Association of Fire Fighters Local 140 announced endorsements for Metro’s elections Monday, handing all but one of the five incumbent at-large council members its support.

The local fire fighters union has endorsed at-large council members Megan Barry, Tim Garrett Ronnie Steine and Charlie Tygard, but has not endorsed Councilman Jerry Maynard. Instead, the fire fighters have put their backing behind at-large candidates Ken Jakes and Antioch-area Councilwoman Vivian Wilhoite.

In addition, the organization has endorsed Mayor Karl Dean’s re-election bid and the candidacy of Vice Mayor Diane Neighbors. District incumbents who did not receive the firefighters’ endorsement are Karen Bennett, Duane Dominy, Robert Duvall, Jim Hodge, Walter Hunt [running unopposed] and Carter Todd. Election Day is Aug 4. Early voting starts in four weeks. Endorsements in district races are as follows:

An anonymous donor from Rutherford County has given 12,626 vintage comic books to Goodwill.

The comics are being sold through Goodwill's auction site, http://www.onlinegoodwill.com/ and not in stores.

Goodwill's Suzanne Kay-Pittman said that the value of the comics is around $42,000, are categorized and preserved in Mylar sleeves with acid-free backer boards.

Some of the comics date back to 1962 and include Superman, Spiderman, Batman and Vampirella.

NASHVILLE, Tenn. - There's a whole new way to stay informed about what's going on with Metro Government.

Mayor Karl Dean announced the launch of Metro's new YouTube channel. You can find it on the YouTube site by going to "MetroGovNashville".

All future Metro Council meetings will be available on the channel, and users can also view the Mayor's State of Metro Address as well as archives of Metro Council meetings dating back to July first of last year.

Metro launched its official Facebook page last year.

In the recent Ins and Outs of District 29, I indicated that a location is to be announced.

So here is a recap of what I sent out around 8 am Wednesday morning and also posted on my blog of www.vivian-29.blogspot.com

There is a request for a proposed Billboard to be erected at the intersection of Bell and Murfreesboro Road. More specifically, it is an electronic billboard. The applicant's request was denied and now the applicant is appealing the denial to the Board of Zoning Appeals. The Board of Zoning will deliberate the applicant's appeal on Thursday, June 16, 2011.

I would not support such a request for the primary reason that this intersection is quite busy and dangerous. I am of the belief that an electronic billboard would be a distraction and could compromise safety to everyone that travels through that area. Nevertheless, I have invited the staff of the Board of Zoning Appeals and the applicant to this meeting to provide specifics and answer questions from the community.

About 15 people with the controversial Westboro Baptist Church in Topeka, Kans., were protesting at the Gordon Jewish Community Center hours before the the funeral of a Nashville Marine on Monday. In a stance of opposition to the church, about 60 people were protesting the church's protest.

Marine Sgt. Kevin Balduf, 27, was killed during a firefight in Afghanistan last month.

Balduf's funeral is scheduled for 3 p.m. at Woodmont Hills Church of Christ.

When protesters arrived, supporters flooded Franklin Road. Police pushed back the crowd and there was a near confrontation in the middle of the highway.

In addition to the Gordon Jewish Community Center, the church planned protests at Woodmont Hills and the Islamic Center of Nashville.

Members of Westboro feel when soldiers die, God is punishing the nation for its tolerance of controversial issues such as homosexuality.

Metro Councilwoman Vivian Wilhoite had plans Sunday to stop future protests in Metro with an ordinance or resolution.

"It's unfortunate and I want to see what we can do," she said. "I've asked the council attorney to look at this and see what we can do to show I'm in support, and hopefully other council members are in support, of stopping these types of disrespectful acts from occurring."

Recently, the U.S. Supreme Court ruled that prohibiting Westboro Church from picketing soldier funeral is unconstitutional because it violates freedom of speech.

Metro Councilman Jason Holleman is an attorney who says there's already a statute that sets distance boundaries for protests. Holleman feels whatever else is decided needs to be carefully considered.

"As a lawyer I have to see what the language is and whether it is within our constitutional boundaries," said Holleman. "And if so, then absolutely we want to respect the privacy of that family as much as we can."

Officials with the Woodmont Hills Church of Christ have met with Metro Police about the issue. They feel they have a plan in place that will allow Sgt. Kevin Balduf's family an opportunity to bury him with the least amount of disruptions.

NASHVILLE, Tenn. -- Flashy ads and digital billboards are nothing new along roadways, but one sign in Antioch is getting some attention.

Richardson Outdoor Advertising wants to put up a 50-foot-high digital billboard on Bell Road at Murfreesboro Place.

Thousands of drivers go by there every day, but some people say the flashy sign could distract drivers and lead to more accidents.

Councilwoman Vivian Wilhoite said the issue goes beyond distraction.

“Once you take a look at the intersection, it’s very much comprising as far as what lane you’re in, whether you’re turning left or go straight,” said Wilhoite.

The general manager of Richardson Outdoor Advertising said the brightness of the billboard would be monitored.

There also wouldn't be any moving figures on the board.

A community meeting on the digital billboard will be held Tuesday night.

Historic Gran Dale Manor

Look out for date - Community Open House

Very recently, and working with Mr. David and Becky Waynick, owners of the Gran Dale Manor, I represented them at the Planning Commission on May 26, 2011. I spoke to encourage members of the Commission that the Gran Dale request to continue under the Neighborhood Landmark while operating a law office and events hosting location is an excellent contribution to our community. I spoke to the members of the Commission and prior to the hearing, we invited members of the Planning and Historic Commissions to come out and tour this jewel. The Commission also recognized the importances of this historically restored building and not only approved Mr. David and Becky Waynick's request, but approved it by consent.

I cannot say enough how much we appreciate the Waynicks for seeing the vision in that old white house. I am very glad that I did not agree to developers that wanted to do other things at that location. I've always believed that the Gran Dale had so much to offer. Now we will all know thanks to the Waynicks.

Be on the look out for an open house for the community. At that time, we will also show our appreciation to Mr. David and Becky Waynick.

Some of you have contacted me to ask about the big, big piles of dirt at the old Publix location (across from First Tennessee Bank) on Murfreesboro Road. It's dirt for sale! That right, dirt for sale, according to one of the workers on the site. I understand that the giant wall behind the old Publix building was damaged in the May flood and is now being repaired. The repair required some in depth digging out of soil affiliated with the wall and that is the piles that you see. It's a great time to buy some dirt.

NASHVILLE, Tenn. – Several businesses have been evacuated after an ammonia leak on the west side of downtown Nashville.

HAZMAT crews were called out to the scene at Charlotte and 11th Avenue North just after noon. Part of Charlotte was closed.

SkyCam video showed the leak was near an area where an old meat packing building was being demolished. Officials said the work caused the leak.

The Greyhound bus station and nearby Porter Paints were evacuated. Officials said no schools in the area have been evacuated.

There have been no reports of illness or injuries.

Drivers have been advised to avoid the area.

NASHVILLE, Tenn. (AP) - A Republican state representative from southeastern Tennessee said a legislative leader is withdrawing a bill that would require Amazon.com to collect sales taxes on transactions in Tennessee.

Rep. Kevin Brooks told the Cleveland Daily Banner that the bill sponsor, House Finance Chairman Charles Sargent, agreed to delay the measure to the 2012 legislative session.

Amazon.com is building distribution centers in Bradley and Hamilton counties in southeastern Tennessee and has opposed the legislation.

Sargent declined comment Wednesday when asked by The Associated Press but said there would be a discussion at an afternoon committee meeting.

A spokesman for Amazon.com said he was not aware of Sargent delaying the legislation.

Survey finds laws needed in Tenn. to fight sex trafficking

NASHVILLE, Tenn. – A study released by the Tennessee Bureau of Investigation found that law enforcement officials want better state laws and training to find and stop human sex trafficking in Tennessee.

The agency on Wednesday released survey results from agencies across the state and found that 85% of Tennessee counties have investigated at least one human sex trafficking case over the last 24 months.

Seventy-two percent of counties reported at least one case of minor human sex trafficking

There were 16 entities that reported an excess of 50 cases and eight that reported over 100 cases of minor cases of human sex trafficking.

The majority of respondents, or 79%, say they are not adequately trained to handle human sex trafficking cases, according to the study.

Human sex trafficking is the slavery of women and children forced to perform various sex acts for money at a variety of locations across the state for the purpose of making money for their captors.

Tennessee has seen a number of high-profile sex trafficking cases, including a multi-state ring linked to Somali gangs.

The General Assembly last year directed TBI to analyze the problem and develop recommendations.
